Several conditions can occur together. Only an appropriate on-site assessment can distinguish them in your home.
What the investigation should clarify
Ask for a venting assessment that considers the appliance and home, not just the top of the chimney. A company may need to refer pressure or combustion testing to a specialist. A larger cap or a powered accessory should not be specified before the cause is understood.
Do not create experimental fires, alter a damper or modify a flue to test a theory.

What measurements or observations will distinguish a restriction from a pressure or design problem?
Ask for the findings, access limitations and proposed next steps in writing. Keep diagnosis separate from a repair estimate so you can seek another opinion with the same evidence.
